The Blue Badge parking scheme plays a vital role in ensuring that disabled residents and visitors can access parking that meets their needs.

We aim to make parking as accessible as possible while maintaining fairness and minimising misuse.
You can use your Blue Badge when parking on-street and in our car parks across the District.
On street parking
On-street parking, managed by West Sussex County Council, allows Blue Badge holders to park without payment or time restrictions in designated pay-and-display bays.
Blue Badge holders are not exempt from restrictions in loading bays and cannot park within marked-out loading zones.
Parking in our council car parks
All Blue Badge holders are entitled to use the Blue Badge holder parking bays in Horsham District Council car parks for the maximum stay.
You can register one vehicle with us to park for free at any of our car parks, if you are a Blue Badge holder who receives:
- the higher rate of Mobility Living Allowance
- Personal Independence Payment (PIP)
- Attendance Allowance
If you are not in receipt of any of the above, then payment is required.
Exceptional circumstances may warrant registering a second vehicle, if this applies, applicants are encouraged to contact the car park office to discuss.
How to register your vehicle for free Blue Badge parking
If you are eligible for free Blue Badge parking in our car parks, you must register your vehicle with us at: https://horshamparking.co.uk.
You will need to upload details of your Blue Badge, proof of your higher rate of Mobility Living Allowance, PIP or Attendance Allowance and the vehicle registration number. Once verified we will send an email to confirm that you are set up.
Don’t forget
- When your Blue Badge expires, you will need to re-register to the scheme.
- If the registered vehicle is used in the car park without the Blue Badge holder, the driver will need to pay.
- You must register your vehicle to park for free under the scheme at a Horsham District Council car park, otherwise you may be liable to receive a Penalty Charge Notice (PCN).
Shopmobility
Have you seen our Shopmobility service? We offer scooters and wheelchairs, both powered and manual, to anyone who has difficulty walking around Horsham town centre.
This service is there to give greater independence and access to shopping areas and leisure facilities. The service is free to use. It is funded by Horsham District Council and donations from users.
