Horsham District Council is responsible for collecting your Council Tax. Of your payments we retain 7.5% to deliver our services for residents.

This is £3.36 a week, a rise of just 2.7% (£4.67 a year), for a Band D property.

The remainder is split between:

  • West Sussex County Council, who receives 77.6%,
  • Sussex Police and Crime Commissioner, who receive 11.5% and
  • Parish/Neighbourhood Councils, who receive 3.4%.

Where our income comes from

Your Council Tax makes up 24% of Horsham District Council’s income. The remainder comes from:

  • fees and charges (44%)
  • treasury and commercial investment (16%)
  • government funding (3%)
  • contributions from other agencies (8%)
  • our share of Business Rates (5%)

This forms our total balanced budget for 2025/26 of £48.8million.

Our budget is shared over the services we deliver for you:

  • Recycling, Waste and Environmental Services:  £13.1million (27.0%)
  • Planning, Property, Building Control and Economic Development – £9.6million (19.7%)
  • Supporting front line services – £9.7million (19.8%)
  • Revenues and Benefits, Housing and Community Services – £8.3million (17.0%)
  • Leisure and Culture – £5.5million (11.2%)
  • Parking – £2.6million (5.3%)

We are investing £15.6million into a capital programme including improved infrastructure and facilities for residents, and increasing housing provision to support the most vulnerable.
